Pedro Xavier, head of European affairs at Banco de Portugal

Pedro Lobo Xavier has been appointed as the head of the regulation and European affairs division within the legal services department of Banco de Portugal. “This challenging role enables me to further engage with European and Central Bank matters while maintaining a strong focus on regulatory issues,” Xavier shared on his social media profiles.

Xavier, a seasoned lawyer, has been part of Banco de Portugal’s Legal Department for 14 years. From 2018 to 2025, he served as the head of the regulation unit. Prior to that, he spent nearly eight years as legal counsel specializing in banking and finance within the department.
