Mónica Lemos strenghens Franco Zibaia’s urban planning team

Mónica Lemos has joined Franco Zibaia as senior consultant, expanding the firm’s practice areas to new subjects such as urban planning, land use planning, environment, data Protection, and corruption prevention. Lemos joins from AMMC Legal, where she was a senior associate.

Throughout her 20 years-old career, Mónica Lemos has provided legal advisory and consultancy services to public entities, including local authorities, as well as private entities, in the areas of administrative law, land use planning, prban planning, environment, energy and climate change regulation, public sector law, administrative and civil litigation. She also has experience in data protection and compliance. As a lawyer, she has assisted in multiple administrative and procurement procedures related to economic activities and licensing regimes. Additionally, she has advised on the implementation of data protection policies and whistleblowing channels from a legal perspective.

In her public sector roles, Mónica Lemos served as an advisor in the office of the Secretary of State for the Environment and Land Use Planning and as a specialist advisor in the office of the Secretary of State for Entrepreneurship, Competitiveness, and Innovation. She was also a legal advisor to the office of the vice president and members of the High Council of the Judiciary, where she was responsible for litigation matters.

Mónica Lemos earned her law degree from the Faculty of Law of the University of Lisbon (2002). In 2024, she completed the Intensive Course on Climate Change Regulation at the Faculty of Law of the Catholic University of Portugal. She also holds postgraduate training in Legal Sciences from the Faculty of Law of the Catholic University (2022), Local Government Law from the Faculty of Law of the University of Lisbon (2009), and Land Use Planning, Urban Planning, and Environmental Law from the Faculty of Law of the University of Coimbra (2003).
