Garrigues incorporates Francisco Montes as partner
Francisco Montes Worboys has joined Garrigues as the partner responsible for the Administrative and Constitutional Law Department in Andalusia and the Canary Islands. With an extensive career in both public and private sectors, Montes has developed deep expertise in Administrative Law, specializing in areas such as public procurement, market competition, environmental law and energy, coastal regulations, water management, public employment, compulsory expropriation, urban planning, territorial planning, subsidies, and patrimonial and financial liability. His appointment is subject to ratification by the Garrigues partners’ board.
A graduate in Law from the University of Seville, Montes is a career civil servant and a member of the Legal Corps of the Andalusian Government, which he joined in 2005. In 2009, he was seconded to the Supreme Court as a legal advisor in the Technical Cabinet of the Third Chamber (Administrative Litigation). From 2010 to 2014, he led the Legal Advisory Department of the Andalusian Government’s Ministry responsible for Environmental and Territorial Planning matters and later held the same position in the Ministry of Economy, Innovation, Science, and Employment, as well as the Andalusian Employment Service.
After a brief period in the private sector, Montes served as Director of Legal Services at the Tax Agency of the Huelva Provincial Council in 2022. Since September 2023, he has been the Director General of Tourism for the Andalusian Government.
Montes has also contributed to drafting numerous legal and regulatory provisions, negotiating constitutional conflicts, handling EU infringement procedures, and developing ethics and public integrity compliance plans. Additionally, he is a professor in the Master of Law program at Loyola University Andalusia and the Instituto de Estudios Cajasol, among other postgraduate institutions. He is a member of the Legal and Economic Affairs Council of the Archdiocese of Seville and a trustee of the Francisco de Paula Foundation for the Protection of Minors. Montes is also the author of numerous publications in scientific journals and specialized legal works.
