Andersen to lead Santa Justa project in Seville

Andersen has been granted the contract to draft, process and register the reparcelación (land re-parceling) project for the ARI-DSP-02 “Santa Justa” area, part of Seville’s General Urban Development Plan (PGOU). The project is promoted by ADIF-Alta Velocidad, which chairs the compensation board (Junta de Compensación) overseeing the area.

The engagement covers the drafting, processing and registration of the project, a technical and legal instrument required to execute the Special Interior Reform Plan (PERI) for Santa Justa. The works will be led by Paloma Angulo, partner in public and regulatory law at Andersen and head of the firm’s real estate practice in its Seville office. Andersen said it draws on “experience in urban planning law and land management, as well as a track record in drafting and processing reparcelación projects and complex urban transformation initiatives”.

Scope of the Santa Justa plan

The PERI for Santa Justa spans more than 118,000 square metres and envisages the transformation of the area surrounding the railway station into a new urban hub, better connected to the city and with a more organised relationship between rail infrastructure, new developments and public spaces. The planned layout combines residential and tertiary uses with new green areas and public spaces, while reorganising access routes and mobility around the station. The plan provides for up to 512 homes, at least 258 of which will be subject to public housing protections, together with more than 22,000 square metres of tertiary space and over 9,000 square metres of open areas. The initiative aims to reinforce Santa Justa’s role as one of Seville’s main urban and transport nodes, integrating new buildings and uses with the existing station.
