Victor Horcajuelo and Adolfo Rodríguez launch VHAR Legal

Victor Horcajuelo, ex public law partner at Andersen and Adolfo Rodríguez, ex head of internal unit at Bank of Spain´s legal department had launched Vhar Legal. Both of them had more than 15 years of experience in the legal sector.

Vhar Legal is a law firm specialised in regulated sectors and public procurement. They can assist in matters relating to the application of administrative law and/or requiring knowledge of the functioning of the public sector. Their main areas of specialisation are public procurement, TMT (information technology, media and telecommunications), transport, infrastructure, energy, environment and urban planning.

Victor Horcajuelo is specialise in telecommunications, transport, tourism, environment, urban planning, infrastructure, public procurement and other regulated sectors. Before co-founding Vhar Legal, he has worked with major firms such as Garrigues, Deloitte Legal, Hogan Lovells, Bird & Bird and Andersen Spain. In the latter, he was a partner before founding Vhar. He is also a lecturer at the Universidad Autonoma de Madrid in the Master of Access to the Legal Profession.

Adolfo Rodríguez Morilla is specialise in administrative law. In particular in public procurement, infrastructure, administrative procedures and organisation, regulated sectors, urban planning and environment. He has also worked in large law firms such as Garrigues, Baker & McKenzie or GTA Villamagna. The last stage of his career, before co-founding this new firm, was spent as head of the internal unit of Bank of Spain´s legal department.
