Professor of Financial and Tax Law at the University of Santiago de Compostela since 2001, César García Novoa’s intense research activity has earned him national and international recognition. His work as a researcher, also very prominent in foreign centres, is materialised in more than a hundred articles, more than eighty contributions in collective books and some thirty monographs.
His most outstanding works include several books that are now classics of Tax Law in Spain and Latin America, such as El principio de seguridad jurídica en materia tributaria (2000), El concepto de tributo (2012) and El Derecho Tributario Actual. Innovations and Challenges (2015).
César García Novoa is also a senior researcher at the Business and Administration Network, and leads a research group of competitive reference that is one of the groups with the highest scientific production in social and legal sciences in Galicia.
At the same time, the prestigious academic has forged powerful ties with Latin America as a result of his extensive professional career. César García Novoa was president of the Latin American Institute of Tax Law from 2010 to 2012. He was also a member of the drafting committee of the Charter of Taxpayers’ Rights of the Latin American Institute of Tax Law.
At the same time, he is an honorary member of several scientific and professional associations in Latin America, such as the Venezuelan Tax Law Association, the Peruvian Institute of Tax Law and the Uruguayan Institute of Tax Studies.
