Inetum and Ecija partner on public AI governance model
Inetum, an European digital services company, and law firm Ecija have been awarded a contract by the Government of Castilla-La Mancha to develop a corporate framework for the creation and use of artificial intelligence solutions. Funded by the European Regional Development Fund (ERDF), the project aims to establish the foundations of a public AI model that is ethical, secure, sustainable and aligned with European regulations.
The initiative seeks to define a common environment for designing, deploying and governing artificial intelligence solutions in a secure, scalable and efficient manner across the regional administration. The contract forms part of Castilla-La Mancha’s digital transformation strategy, managed through the Regional Ministry of Finance, Public Administration and Digital Transformation.
The project is structured around two main pillars. The first is the creation of an AI office responsible for establishing the governance framework, regulatory compliance, risk management and oversight of AI systems. The second is the development of a reference technology platform on which new AI use cases will be built and scaled across the different regional ministries. This dual approach makes the initiative particularly relevant for the public sector by integrating, from the outset, the organisational, legal and technological components required to deploy artificial intelligence at scale with the necessary safeguards, states the law firm.
The partnership
As part of this initiative led by the Government of Castilla-La Mancha, Inetum will contribute its expertise in digital transformation, advanced architectures and AI deployment, leveraging its proprietary technology accelerators to tailor the platform to the client’s needs. Ecija, meanwhile, will provide its expertise in regulation, privacy, legal certainty and compliance within complex technology environments.
The project has been conceived with a strong focus on responsible artificial intelligence. Its priorities include traceability, security, operational efficiency and sustainability, both in terms of energy consumption and costs. The framework will also incorporate governance and control criteria aligned with the European Artificial Intelligence Act and international standards, ensuring that the deployed solutions are reliable, auditable and compliant with the regulatory requirements applicable to the public sector.

The project will enable Castilla-La Mancha to move forward with the implementation of a common framework for the use of AI across its public services, facilitating the reuse of components, the scalability of solutions and the optimisation of resources.
