Hogan Lovells and Anfac sign mobility pact

Hogan Lovells and Anfac, the Spanish Association of Automobile and Truck Manufacturers, signed a collaboration agreement in Madrid to jointly address the regulatory and technological challenges facing the automotive sector, with a particular focus on zero-emission mobility and autonomous and connected vehicles.

Agreement scope

The partnership centres on the exchange of knowledge and analysis regarding the evolution of the regulatory framework for autonomous and connected vehicles at both national and European levels. Hogan Lovells will contribute its expertise in European law, sectoral regulation, and strategic advisory services to industries undergoing significant transformation. The two organisations identified the transition to zero-emission mobility, the development of the national and European regulatory framework for autonomous driving, and the emergence of new mobility technologies as the key challenges underpinning the agreement.

José López-Tafall, director general of Anfac, noted that the transformation of mobility presents both an industrial and a regulatory challenge, and that the autonomous and connected vehicle represents the sector’s next major step alongside decarbonisation. He added that the definition of regulation in Spain and Europe would largely determine the pace of that development, and that the Aucon congress would serve as a key forum for those conversations.

Fernando Calancha, managing partner in Madrid and partner in the Regulatory practice at Hogan Lovells, described the changes underway in mobility as giving rise to significant legal and regulatory challenges, as well as opportunities for investment, transactions, and joint ventures among sector players. He characterised the agreement with Anfac as a relevant milestone for the firm’s Madrid office and expressed the firm’s intention to contribute actively to the sector’s agenda and to participate in Aucon 2026 as a forum for sectoral debate.

Aucon congress

The agreement also includes Hogan Lovells’ support for the inaugural Aucon congress on autonomous and connected vehicles, scheduled for 24 and 25 November 2026 in Zaragoza. The event aims to establish itself as the primary national reference point for autonomous and connected mobility, bringing together automotive brands, technology companies, start-ups, research centres, and projects linked to new mobility. The congress will be held at Mobility City, located at the Puente Zaha Hadid and the former Expo site, which will host both conference sessions and live demonstrations with autonomous vehicles.
