Sérvulo-MLA revise Cape Verde nautical tourism regulations
A consortium composed of Sérvulo & Associados and Cape Verdean law firm MLA – Menezes, Leite & Associados will be responsible for revising the legal framework governing recreational and nautical tourism activities in Cape Verde. The team carrying out this consultancy includes, for Sérvulo, partners Mark Kirkby and Francisca Mendes da Costa and lawyer Miguel Dias Neves (Portugal), and for MLA, partner Mário Jorge de Meneses and lawyer José Maria Moniz (Cape Verde).
“This consultancy aims to present a proposed regulation of the legal framework for recreational and nautical tourism activities, in order to facilitate its effective implementation, focusing on competitiveness and improving the quality of services offered in this segment, which is experiencing strong growth in Cape Verde. To this end, it involves regulating Decree-Law No. 37/2015 of 29 July, which established the regime for recreational and nautical tourism activities and their economic exploitation, developing a framework for amateur/scuba diving, as well as creating a regime for the operation and use of marinas and recreational ports in Cape Verde”, highlight the partners representing the consortium.
This consultancy is part of the recommendations of the Study on the Review and Benchmarking of Legislation Applicable to Nautical Tourism in Cape Verde, conducted in 2023 under the sponsorship of the World Bank, aimed at enhancing the sector’s competitiveness and supporting the diversification of the tourism offer across the islands, thereby adding value to the industry and contributing to the sustainable development of nautical tourism. Following this study, the government intends to promote a series of legislative reforms to create regulatory conditions for the practice and expansion of nautical tourism.
