Rafael Fernández joins Broseta as Public Law Partner

BROSETA continues to advance its ambitious strategic growth plan, with a key focus on strengthening its Barcelona office. As part of this strategy, the firm has appointed Rafael Fernández as a new partner in the Public Law department, under the leadership of Rosa Vidal.

With more than 20 years of experience in administrative law, Fernández brings extensive expertise in urban planning and environmental matters, public procurement, public-private partnerships, and a wide range of administrative and contentious-administrative proceedings involving both the public and private sectors.

He joins BROSETA from Crowe Legal y Tributario and has been recognized by Chambers & Partners for his work in urban planning. His career also includes senior roles at Garrigues and PwC Tax & Legal, where he became partner in charge of the Administrative and Urban Planning department at the Barcelona office and led PwC’s national urban planning practice.

Fernández holds a Law degree and a PhD in Law from the University of Barcelona, as well as a diploma in Urban Planning and a Master’s degree in Territorial and Urban Studies from the Polytechnic University of Catalonia and Pompeu Fabra University.

Alongside his professional practice, Fernández has developed a notable academic career. He has served as an associate professor of Administrative Law at the University of Barcelona and is a frequent lecturer in undergraduate, postgraduate, and specialized programs across various academic institutions.

This appointment is aligned with BROSETA’s growth strategy in Barcelona, where the firm recently relocated its offices to Avenida Diagonal. According to Manuel Broseta, Chairman of the firm, “Rafael’s arrival reinforces our strong commitment to growth in Barcelona, at a time when the current real estate and urban planning market requires specialized expertise of the kind he provides.”

Fernández joins recent hires in the Barcelona office, including David Ramírez (Tax) and Concep Espinás (Labor), both as partners.
