Pérez-Llorca & Carlos III University Open Digital Regulation Center

Pérez-Llorca, in collaboration with Carlos III University of Madrid and Vinces, a strategic consulting firm specializing in public affairs, has introduced the European Center for Digital Regulation. This pioneering initiative aims to generate technical-legal knowledge and promote collaboration among the private sector, academia, and public authorities to address regulatory challenges in the digital sector and develop effective and sustainable regulations.

The European Center for Digital Regulation is part of the European Chair for Digital Regulation, established and co-directed by the law firm and Carlos III University of Madrid. This collaborative space with the academic sector aims to foster dialogues on the future of digital regulation and enhance interaction with legislators and regulators regarding technological challenges.

Constanza Vergara, Partner and COO of Pérez-Llorca, and David Ramos, Associate Professor of Commercial Law at Carlos III University of Madrid, inaugurated the session, which featured Mayte Ledo Turiel, Secretary of State for Digitalization and Artificial Intelligence, as a keynote speaker. The event also included a roundtable discussion with representatives from Google Spain and Portugal, Telefónica, Pérez-Llorca, and Airbnb Spain and Portugal, moderated by Alfonso González de León, Partner and Director of the Digital Department at Vinces.

The debate focused on current challenges and opportunities in the digital era and the impact of regulation. Raúl Rubio of Pérez-Llorca discussed the socio-economic impact of regulatory pressure, advocating for long-term legal certainty and strategic regulation. Sara Rodríguez of Airbnb highlighted the need to prioritize knowledge generation over hyperregulation, while Miguel Escassi of Google emphasized the importance of consensus-building among all stakeholders in the digital sector.

Juan Montero of Telefónica underscored the timely nature of the Center’s activities in addressing the critical geopolitical situation. He emphasized the responsibility of policymakers and European industries to reverse Europe’s digital decline through collaboration with rigorous academic initiatives.

The European Center for Digital Regulation collaborates with the academic sector through the European Chair for Digital Regulation, reinforcing Pérez-Llorca’s commitment to academic partnerships. The project complements the firm’s established Chairs in Commercial Law and Competition Law, organized in collaboration with IE Law School and ICADE, respectively.
