Lucas Osorio and Pablo Mayor join forces to found MO Estudio Legal

After years of successful careers in top-tier international law firms and the public sector, Lucas Osorio and Pablo Mayor have decided to join forces to launch MO Estudio Legal, a boutique firm specializing in public law, regulatory law, corporate law, corporate governance, and arbitration.

Pablo Mayor served as an active State Lawyer for nearly a decade before assuming the role of Technical General Secretary at the Ministry of Development, where he was a board member of key entities such as Renfe, AENA, AENA Internacional, and the Railway Infrastructure Manager (GIF). Until mid-last year, he was Managing Partner of the Public Law department at A&O Shearman in Madrid, a firm that recruited him in 2010 from Clifford Chance, where he was also a partner.

Lucas Osorio, who previously served as Chief State Lawyer in various ministries, later spent 12 years as Secretary General and Board Secretary at Cintra. He was a partner in the Corporate and M&A department at Hogan Lovells, where he also served as Managing Partner of the Madrid office for seven years. He will maintain ties with Hogan Lovells as a consultant following his recent departure. Additionally, Osorio currently serves as Board Secretary of Metrovacesa and chairs Emisores Españoles, an association representing 75% of Ibex 35 companies and 70% of the continuous market.

The two founding partners are not undertaking this project alone. They have signed a strategic agreement with Menéndez & Asociados, a firm led by Carlos Menéndez with over 30 years of experience in public and environmental law. This partnership will provide MO Estudio Legal with a presence in Catalonia, enabling them to tackle complex cases across the entire Spanish territory.
