Andersen Advises Procircular’s SCRAP Authorization in Spain
Andersen has provided legal counsel to Procircular in the process of obtaining authorization to operate in Spain as a Multimaterial Extended Producer Responsibility Collective System (SCRAP), managing household, commercial, and industrial packaging waste nationwide, regardless of where the waste is generated.
With Andersen’s guidance, the company has become the first entity in Spain to receive authorization to operate as a SCRAP. This achievement aligns with their goal of promoting a circular economy in Spain, offering a high-value service that simplifies compliance for all clients through a single point of contact.
Procircular operates with international backing and support from the Reclay Group, which boasts over 20 years of experience managing various SCRAPs across Europe and North America. They have a national team of experts in circular economy and RAP (Responsabilidad Ampliada del Productor) management solutions.
Arancha Bengoechea, Partner and Co-Director of Andersen’s Public and Regulatory Law practice, led the legal advisory for this project. She highlighted that this project represents “a turning point in waste management through EPR, which will undoubtedly contribute to achieving a fully Circular Economy and enhancing the specialization and competitiveness of the waste management sector.”
