Belén Pablos joins Lener as partner to lead public law
Lener has hired Belén Pablos as partner and head of the public law practice. Based in the Madrid office, she will lead the area firm-wide, focusing on strategic sectors such as infrastructure and energy. She joins from Iter Law, where she led the infrastructure and energy practice.
With a track record advising national and international corporate groups on the development of their investments in Spain, Belén Pablos has been involved in projects related to renewable energy—photovoltaic, wind, hydro and biomass—as well as hybridisation and storage initiatives. Her profile is further underpinned by in-depth expertise in public procurement and contentious-administrative proceedings. She also has experience advising Public Administrations.
She is also a lecturer on the Energy Master’s programme at the Club Español de la Energía and has taught at the Universidad Autónoma de Madrid in public procurement and compulsory purchase law. In addition, she is a member of Aemener (Spanish Association of Women in Energy) and a collaborating member of the Observatorio de Contratación Pública (OBCP).
According to Lener, this hiring “responds to the firm’s objective of driving growth in the public law practice in its offices in six cities—Madrid, Barcelona, Oviedo, Vigo, Seville and Valladolid—enabling close, direct engagement with regional and local administrations across Spain, and reinforcing its client support model grounded in deep territorial knowledge”. “Belén’s high level of specialisation in infrastructure and energy, together with her ability to understand the regulatory and business context, fits perfectly with our approach to supporting clients”, says Carlos Martos, managing partner of Lener’s Madrid office.
“Her appointment follows the recent additions of Ramón Ozores and Sergio Gutiérrez, in the areas of insolvency litigation and restructurings, respectively; all of these hires form part of Lener’s 2026–2028 Consolidation and Growth Plan,” says Marisé Cosmea, managing partner of Lener.
