Linklaters promotes new partners in Spain and Portugal
Linklaters has promoted two partners in Madrid with Jorge Toral and Fredrik Lowhagen joining the partnership. In Lisbon, Raquel Galvão Silva was promoted to partner. The promotions will take effect on 1 May 2026.
Toral is part of the public law and regulated sectors practice, advising on regulatory and contentious matters, as well as on M&A transactions and financings in sectors including energy, infrastructure and telecommunications.
Lowhagen heads the competition practice in Madrid. His experience includes merger control, regulatory investigations, state aid and public procurement, advising clients before EU institutions and national competition authorities.
Raquel Galvão Silva is a counsel in the firm’s litigation, arbitration and investigations department in Lisbon. She has experience advising clients in complex domestic and international arbitration and court proceedings, particularly commercial and corporate disputes, banking and financial litigation, among others.
