Marina Serrano, Alfonso Codes and Lucas Osorio join the Plenary Session of the CEA

The Plenary Session of the Spanish Court of Arbitration (CEA), and in particular the Executive Committee of the Spanish Chamber of Commerce, has appointed Marina Serrano, Alfonso Codes and Lucas Osorio as new members.

Marina Serrano

Serrano, president of the Association of Electric Power Companies (aelēc), has been a member of the State Lawyers’ Corps since 1982, currently on leave of absence, as well as vice-president of the CEOE Foundation, member of the Board of Directors of OMEL and Of Counsel at PwC.

She also has extensive experience in the regulation of the energy sectors. She has been legal director and secretary of the Board of Directors of Red Eléctrica de España (REE). In 1995, she joined the National Energy Commission (CNE), first as secretary of the Board and director of legal services, and later as a member of the CNE. She has also been first vice-president of ARIAE, the Association of Ibero-American Energy Regulators; director general of State Assets at the Ministry of Finance; member of the Board of Directors of Abertis Infraestructuras as an independent director; and Of Counsel at the Pérez-Llorca law firm.

Alfonso Codes

Alfonso Codes, managing partner and head of the Public Law and Regulated Sectors department at CMS Albiñana & Suárez de Lezo, as well as a State Attorney on leave of absence, has extensive professional experience in all areas related to public administration, both in an advisory and litigation capacity.

Throughout his career, he has held senior positions in the General State Administration, including the Technical General Secretariat of the Ministry of Agriculture, Fisheries, Food and the Environment. He is also the author of numerous articles and publications, and lectures and gives presentations at prestigious institutions such as the Pontifical University of Comillas ICADE, the Higher Institute of Law and Economics and the Centre for Legal Studies of the Ministry of Justice.

Lucas Osorio

Finally, Lucas Osorio, founding partner of MO Estudio Legal, has developed his career in both the public and private sectors. Until the establishment of his firm, he was a partner in the Corporate/M&A area of Hogan Lovells and, for seven years, managing partner of its Spanish office.

He has been chief state attorney in various ministries; legal director and secretary of the board of Cintra, until its merger with Ferrovial, and member of the board of directors and/or secretary of multiple companies in Spain and abroad. Osorio is currently secretary of the Board of Directors of Metrovacesa, chairs the Spanish Issuers Association and is a member of the Advisory Committee of the CNMV. In addition, his work also extends to the field of arbitration, where he has been acting as an arbitrator in a multitude of proceedings and jurisdictions for more than 30 years.

Likewise, the terms of office of Jesús Almoguera, José Félix de Luis and Javier Taberna have come to an end. The Plenary Session of the Spanish Court of Arbitration is now composed of Marina Serrano, Alfonso Codes, Lucas Osorio, Marta Gil de Biedma, Silvia Iranzo, Raquel Ballesteros, Miguel Klingenberg and Faustino Cordón. It is chaired by Elena Otero-Novas and has Adolfo Díaz-Ambrona as its secretary general.
