Patrícia Vinagre e Silva, Proença de Carvalho’s new partner

Patrícia Vinagre e Silva has joined Proença de Carvalho as partner, inaugurating the public law, energy, environment and regulatory practices at the law firm. She transits from Andersen Iberia, along with Nuno Miguel Marques (joining Proença as associate), Fátima Dias (consultant), Luís Teixeira Cardoso (associate), and Luís Gabriel Pereira (associate).

With over 25 years of legal practice, Patrícia Vinagre has built extensive expertise across various areas of public law. She has been recognised by the Portuguese Bar Association as a specialist lawyer in Administrative Law since 2006. She advises private companies and public entities on public procurement matters, including the tender submission and evaluation phases, as well as contract performance, particularly regarding public works, concessions and service contracts.

She also advises both private and public entities on Environmental Law, Energy, EU Funds, Urban Planning, and Public Sector Compliance. Patrícia has extensive experience in administrative litigation and arbitration. She serves as an arbitrator at CAAD – the Centre for Administrative Arbitration – and is an invited lecturer at Nova School of Business and Economics. She began her career at Vieira de Almeida, where she worked as an associate from 1999 to 2007, before joining Gouveia Pereira & Associados as partner, from 2008 to 2022. She then joined Andersen Iberia as a partner in early 2023.
