A Doctor of Law and career civil servant currently on leave, Marcos Peña has served as Chief Legal Counsel in local administrations and has advised in areas including public procurement, urban planning, compulsory expropriation, and environmental law. His experience also includes roles as a Senior Technician for the Regional Government of Andalusia and as Legal Counsel for institutional administrations. Peña has worked at firms such as Montero Aramburu and has an extensive background as a lecturer in Administrative and Constitutional Law.
