Rui Lanceiro joins Pinto Ribeiro’s Public Law team
Lawyer and professor Rui Lanceiro (pictured) has joined the Public and Regulatory Law team at Pinto Ribeiro Advogados. In recent years, from April 2022 to April 2024, the firm’s new associate lawyer worked in the Office of the Minister of Environment and Climate Action, where he was involved in legislative and regulatory procedures in Environmental and Energy Law, prepared legal opinions, and handled litigation for the Ministry. He was also responsible for overseeing administrative procedures related to environmental licensing and environmental impact assessment.
Lanceiro’s profile
In addition to being a lawyer, Rui Lanceiro is an assistant professor at the Faculty of Law of the University of Lisbon, where he has been teaching for over 18 years and where he earned his PhD in Law (legal-political sciences) with honors and distinction. He has a solid academic background with specialization in areas such as Administrative Law, European Union Law, Environmental Law, and Energy Law.
For nine years, he served as an advisor in the Office of Judges at the Constitutional Court, providing advisory services in the context of constitutional and legal review, as well as in other functions of the Constitutional Court. His experience in the public sector also includes advisory roles at the Portuguese Environment Agency (APA) during the Portuguese presidency of the EU Council, as well as roles in various ministerial offices, including the Office of the Secretary of State for the Environment (2010-2011), the Minister of Health (2009-2010), and the secretary of State for the Presidency of the Council of Ministers (2008-2009).
