RJ to coordinate working group set up by Foment for EU funds processing
Foment del Treball has launched a working group including law firms as Uría Menéndez, Roca Junyent, Cuatrecasas, Garrigues, PwC and EY to guarantee the efficiency of the European funds public processing
Foment del Treball, the federation that has represented entrepreneurs and the powerful Catalan industry since 1771 has agreed to set up a working group, coordinated by Roca Junyent and including Uría Menéndez, Cuatrecasas, Garrigues, PwC and EY.
The aim is to draw up reform proposals to speed up the administrative procedures of the Catalan Government, through which the allocation and application of such funds will be implemented, as well as the Administration’s own actions. This working group wants to “help guarantee the most efficient, rigorous and flexible use of funds for the benefit of the Catalan economy and employment.” Foment said in a statement.
Foment del Treball understands that an efficient, rigorous and agile application of the European Recovery Fund and the National Plan for Recovery, Transformation and Resilience will require the modification of administrative procedures in various fields and of the proper administrative action.
In some cases, the modification will affect the basic state regulations and the action and management of the procedures by the General State Administration. However, in other cases, the modification will affect the regulations of the Generalitat de Catalunya (regional government) and its actions and management by virtue of exclusive, shared or concurrent competences.
“The precise action of the business sector, which has to present and execute the proposals, and of the public administration, which has to supervise and establish the channels for the reception of the aid, requires an enormous amount of Legal advice to overcome the demanding requirements of Brussels and succeed in awarding the aid for the best projects to transform the economy. In the same way, it is necessary that the public procedures of the state and regional administrations give agility to the proposals, and that they do not get caught up in the public processing phase”, Foment stated.
